All participants add their ideas, inspired by virtual events held around the world by local organizers in each city. The city with the most ideas will receive the award for the most creative city.

Educate the public about to the concept of blocked drains by inviting artists to decorate culverts with words/art with message: "The ocean begins here!" Run this as an annual competition, that also includes music, such as writing and performing rap songs. 10 sites will be selected for graffitti art and 8 music artists or teams will be selected for the music aspect of the competition. Materials will be sponsored.
Aim: to educate / raise awareness about storm water drains; competitive selection and equipping where needed of graffiti artists and rap poets: graffiti artists to paint text probably with artwork on available walls and culverts; text either stencilled script from the marketing team, or original text by artists; either stencilled design created by contracted creative, or original design by artists; as the artists do their art it is accompanied by 3 minute rap/poems, which are posted on social media - and some go viral.

We need R 280k to implement in the inaugural Year 1; R 80k at R 10k per graffiti site for 8 sites (i.e. competition award, including materials), R 40k for 8 rap poets at R 5k each; R 60 k for creative work and project management; R 100k for GC community facilitation and local stakeholder management, secure authority permissions, marketing, & admin costs. We have no clear plan yet to get the funding needed.

Months 1 and 2 from banked funding: develop designs and message texts; develop competition rules and specs; engage stakeholders, including targeted ward Councillors, dept roads & stormwater; obtain authorities’ permissions, etc; M3 run competitions, select graffiti artists and rap poets; M4 and 5: artwork on murals / culverts done rap poets deliver; M1 to M5: media coverage. Repeat and grow annually.
