All participants add their ideas, inspired by virtual events held around the world by local organizers in each city. The city with the most ideas will receive the award for the most creative city.

Firstly, resilience is understood as a set of capacities that enables a system to anticipate, absorb and adapt to unexpected shocks and change. These capacities are in turn enabled by a range of factors operating at different scales. These factors are often closely tied to capitals (including natural, financial/economic, social, cultural, physical). Strategies that target each of these capitals are therefore likely to enhance climate and flood resilience.
