All areas, cities, rural, but especially vulnerable low lying areas
Build opportunities for interactions between different kinds of capital (natural, financial/economic, social, cultural, physical) that do not operate independently but instead display complex dynamics and feedbacks. There are important interactions between capitals for flood resilience of different groups and the interactions between them. For example, natural and social capital is particularly important for struggling rural communities whereas financial and natural capital enhance flood resilience of middle income mixed communities (see diagram below). These interactions provide levers for building flood resilience of target groups in urban settings. In addition, these capitals are mediated by context and power relations. Targeting power dynamics is critical for building flood resilience and effecting transformative change
